In this role, you will be at the forefront of enterprise system analysis, working closely with stakeholders to design, implement, and maintain robust IT solutions that meet the evolving needs of the state.
Responsibilities
- System Lifecycle Management: Lead the analysis, design, and implementation of complex IT systems, ensuring alignment with business goals and state standards.
- Troubleshooting & Optimization: Diagnose and resolve complex technical issues, optimizing system performance and ensuring high availability for state users.
- Requirements Gathering: Collaborate with agency stakeholders to gather detailed business requirements and translate them into technical specifications.
- Documentation: Create comprehensive technical documentation, including system architecture diagrams, test plans, and user manuals.
- Security Compliance: Ensure all system implementations adhere to state security protocols, privacy laws (e.g., HIPAA, GDPR), and IT governance frameworks.
- Project Support: Assist in the coordination of IT projects, providing technical guidance to development teams and managing project timelines.
- Training & Support: Provide technical training and support to non-technical staff to enhance system adoption and efficiency.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Technology, Management Information Systems, or a related field; or equivalent combination of education and experience.
- Experience: Minimum of 5 years of professional experience in IT systems analysis, software development, or network engineering.
- Technical Skills: Proficiency in programming languages such as Java, Python, or C#; strong knowledge of SQL and database management systems (Oracle, SQL Server).
- Certifications: Relevant certifications such as CompTIA Security+, PMP, or a Cisco certification are highly preferred.
- Communication: Excellent verbal and written communication skills with the ability to translate complex technical concepts for non-technical audiences.
- Problem Solving: Strong analytical skills with a proven track record of resolving complex technical challenges efficiently.
- State Experience: Experience working within a state government or large enterprise environment is a significant plus.
