Responsibilities
- Administer defined benefit pension plans for City of El Paso employees, ensuring compliance with ERISA and Texas state regulations
- Calculate and process retirement distributions, survivor benefits, and disability claims with precision
- Develop and maintain comprehensive pension plan documentation, including summary plan descriptions and annual reports
- Collaborate with external auditors and investment advisors to ensure fund solvency and regulatory compliance
- Provide pension counseling to current and retired employees regarding benefit options and plan provisions
- Analyze demographic and financial data to forecast long-term pension liabilities and funding requirements
- Coordinate with HRIS systems to integrate employee data with pension administration processes
Qualifications
- Bachelor's degree in Finance, Accounting, Public Administration, or related field; Master's degree preferred
- Minimum 3 years of experience in pension plan administration, benefits management, or public finance
- Professional certification (e.g., CEBS, QKA, or CPA) strongly preferred
- Expert knowledge of ERISA, IRS Code Section 415, and Texas pension regulations
- Advanced proficiency in pension administration software (e.g., Millennium, AdminControl) and Microsoft Excel
- Exceptional analytical skills with ability to interpret complex financial regulations and actuarial reports
- Strong communication skills for presenting technical information to diverse stakeholders
- U.S. citizenship and ability to pass background clearance for public sector employment
