Responsibilities
- Design, implement, and manage comprehensive state employee benefits packages including health, retirement, and wellness programs
- Analyze benefits data and trends to optimize cost-efficiency while enhancing employee satisfaction
- Collaborate with HR departments to ensure compliance with federal/state regulations and best practices
- Develop and deliver benefits education materials and enrollment sessions for state employees
- Manage vendor relationships and negotiate contracts for insurance carriers and service providers
- Conduct regular benefits audits and recommend improvements to existing programs
- Prepare comprehensive reports on benefits utilization, costs, and performance metrics
Qualifications
- Bachelor's degree in Human Resources, Finance, Business Administration, or related field (Master's preferred)
- Minimum 5 years of experience in benefits administration or employee benefits management
- Strong knowledge of ERISA, ACA, and other relevant federal/state regulations
- Advanced proficiency in benefits administration software and data analysis tools
- Excellent communication skills with ability to explain complex benefits concepts clearly
- Proven project management experience with successful benefits program implementations
- Certified Employee Benefits Specialist (CEBS) or SHRM-SCP certification preferred
- Experience working in public sector or large-scale corporate environment
