Responsibilities
- Coordinate multi-agency emergency response operations during natural disasters and security incidents
- Develop and implement continuity of operations plans (COOP) for 50+ federal entities
- Lead GIS-based risk assessments using ESRI ArcGIS for critical infrastructure mapping
- Train 200+ emergency responders annually in NIMS/ICS protocols
- Manage $5M+ grant budgets for FEMA and DHS projects
- Author After-Action Reports with data-driven improvement recommendations
- Collaborate with FEMA, DHS, and White House Homeland Security staff
Qualifications
- Bachelor's degree in Emergency Management, Public Administration, or related field (Master's preferred)
- 5+ years of emergency management experience with federal/local government
- Incident Command System (ICS) certification at ICS-300 level
- Advanced proficiency in ESRI ArcGIS and emergency management software
- Secret clearance (ability to obtain Top Secret required)
- Proven experience leading crisis communications during major incidents
- FEMA Professional Development Series (PDS) completion
- Valid DC driver's license
