Responsibilities
- Develop and implement comprehensive environmental policies aligned with Portland's Climate Action Plan
- Analyze regulatory compliance for municipal projects and private sector partnerships
- Lead inter-agency task forces on sustainability initiatives and zero-waste programs
- Prepare technical reports and policy briefs for City Council and stakeholder presentations
- Manage environmental impact assessments for urban development projects
- Coordinate with state/federal agencies on grant applications and program funding
- Mentor junior analysts and interns on environmental policy frameworks
Qualifications
- Master's degree in Environmental Policy, Public Administration, or related field
- 5+ years of progressive experience in environmental policy or regulatory compliance
- Advanced proficiency in environmental data analysis tools (GIS, R, or Python)
- Proven track record of developing municipal sustainability programs
- Strong knowledge of Oregon environmental regulations (ORS Chapter 459)
- Experience with federal environmental frameworks (NEPA, EPA compliance)
- Valid Oregon driver's license and ability to travel to field sites
