Responsibilities
- Lead Technical Strategy: Oversee the planning, execution, and delivery of complex IT projects within the state infrastructure, ensuring alignment with agency goals.
- Requirements Analysis: Conduct thorough analysis of business requirements and translate them into efficient, scalable technical solutions and system designs.
- Project Management: Manage project lifecycles from initiation to closure, utilizing Agile and Waterfall methodologies to deliver on time and within budget.
- Compliance & Security: Ensure all system implementations adhere to strict Washington State security standards, privacy regulations, and IT governance policies.
- Team Leadership: Mentor junior analysts and developers, fostering a collaborative and high-performance technical culture.
- Stakeholder Communication: Serve as the primary liaison between technical teams and non-technical stakeholders, translating complex concepts into clear, actionable insights.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field required; Master’s degree preferred.
- Experience: Minimum of 5 years of progressive experience in systems analysis, requirements gathering, and software development lifecycle management.
- Technical Skills: Strong proficiency in SQL, Python, or Java; experience with cloud platforms (AWS/Azure) and enterprise architecture is highly desirable.
- Certifications: PMP, CAPM, or similar project management certification is a strong plus.
- Clearance: Ability to obtain and maintain a Washington State Public Trust Clearance.
- Soft Skills: Exceptional problem-solving abilities and excellent verbal and written communication skills.
