Responsibilities
- Lead and manage the full lifecycle of complex IT projects from initiation through closure, ensuring alignment with city strategic goals.
- Collaborate with cross-functional stakeholders, including department heads and external vendors, to define project scopes, deliverables, and timelines.
- Develop and maintain detailed project plans, including budgets, risk assessments, and resource allocation strategies.
- Monitor project performance using Agile or Waterfall methodologies to ensure timely delivery and adherence to quality standards.
- Facilitate communication across the organization to mitigate risks and resolve issues proactively.
- Prepare detailed reports for City management and the Oakland City Council regarding project status and financials.
- Ensure all projects comply with relevant laws, regulations, and city procurement policies.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field; Master’s degree preferred.
- Minimum of 5 years of project management experience in a government or large-scale enterprise environment.
- Professional Project Management Professional (PMP) or Certified ScrumMaster (CSM) certification required.
- Proven experience managing software development lifecycles and infrastructure upgrades.
- Strong knowledge of IT governance, risk management, and compliance standards.
- Excellent verbal and written communication skills, with the ability to present complex technical information to non-technical audiences.
- Demonstrated ability to lead diverse teams and foster a collaborative work environment.
