Responsibilities
- Lead Strategic Initiatives: Oversee the full project lifecycle (initiation, planning, execution, monitoring, and closure) for high-stakes IT projects, ensuring alignment with state strategic goals.
- Stakeholder Management: Cultivate strong relationships with executive sponsors, department heads, and external vendors to manage expectations and drive consensus.
- Resource Optimization: Manage project budgets, allocate resources effectively, and identify risks or bottlenecks to ensure project delivery within financial constraints.
- Compliance & Governance: Ensure all projects adhere to strict state procurement regulations, cybersecurity standards, and IT governance frameworks.
- Agile Methodology: Lead Agile and Scrum ceremonies, facilitating continuous improvement and sprint planning to accelerate development cycles.
- Team Leadership: Mentor junior project managers and team leads, fostering a culture of collaboration, transparency, and high performance.
- Reporting & Communication: Provide accurate, timely status reports to executive leadership and produce detailed documentation for project archives.
Qualifications
- Education: Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field required; Master’s degree is preferred.
- Experience: Minimum of 5-7 years of progressive experience in IT project management, with a proven track record of managing large-scale enterprise projects.
- Certification: PMP (Project Management Professional) or PgMP (Program Management Professional) certification is highly required.
- Technical Proficiency: Strong working knowledge of SDLC (Software Development Life Cycle), Agile methodologies, and project management software (e.g., Jira, MS Project, Smartsheet).
- Government Experience: Prior experience working within government or public sector environments is strongly preferred.
- Communication Skills: Exceptional verbal and written communication skills with the ability to translate complex technical concepts for non-technical stakeholders.
- Problem Solving: Demonstrated ability to resolve complex problems and make data-driven decisions under pressure.
