Responsibilities
- Lead the end-to-life cycle of complex IT projects, ensuring alignment with state strategic goals and regulatory standards.
- Analyze stakeholder requirements to design, develop, and implement robust software solutions and database architectures.
- Oversee the configuration and maintenance of server infrastructure, ensuring high availability and data security for state systems.
- Conduct comprehensive system audits and performance tuning to optimize operational efficiency.
- Mentor junior developers and IT staff, fostering a culture of continuous learning and technical excellence.
- Collaborate with state agencies to identify emerging technologies and recommend improvements to legacy systems.
- Ensure strict adherence to Indiana procurement policies and federal security compliance (FISMA).
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related technical field.
- Minimum of 5 years of progressive experience in software development, system architecture, or IT project management within a government or enterprise environment.
- Proficiency in programming languages such as Java, C#, or Python, and experience with SQL databases.
- Strong project management skills with the ability to manage budgets and timelines effectively.
- Experience with Agile and Scrum methodologies.
- Excellent written and verbal communication skills, with the ability to translate technical jargon for non-technical stakeholders.
- Certification in ITIL or PMP is highly preferred.
