Responsibilities
- Lead end-to-end project lifecycles for state agency technology initiatives
- Manage cross-functional teams of developers, analysts, and stakeholders
- Ensure compliance with Texas DIR security and procurement standards
- Develop detailed project plans, budgets, and resource allocation strategies
- Implement agile methodologies and track progress using JIRA/Confluence
- Present executive-level status reports to agency leadership
- Mitigate risks and resolve escalations proactively
Qualifications
- Bachelor's degree in Computer Science, Business Administration, or related field
- 5+ years of IT project management experience in government/public sector
- PMP or CSM certification required
- Expertise in managing enterprise-scale software development projects
- Strong knowledge of Texas DIR policies and procurement processes
- Advanced proficiency in project management tools (MS Project, JIRA)
- Experience with cloud migration and cybersecurity frameworks
- Excellent communication and stakeholder management skills
