Responsibilities
- Analyze and evaluate complex state/federal legislation, regulations, and emerging tech trends to inform policy development
- Lead cross-agency initiatives to standardize cybersecurity protocols and digital service delivery standards
- Develop comprehensive policy frameworks addressing AI ethics, data privacy, and digital equity initiatives
- Prepare high-impact reports, legislative testimony, and executive briefings for state leadership
- Facilitate stakeholder engagement sessions with public/private sector partners to build consensus
- Monitor policy implementation effectiveness through KPI analysis and public feedback mechanisms
- Represent DIR at legislative hearings, industry conferences, and intergovernmental forums
Qualifications
- Bachelor's degree in Public Policy, Computer Science, or related field; Master's preferred
- 5+ years progressive experience in government policy analysis or legislative affairs
- Expertise in Texas state government operations, legislative processes, and regulatory frameworks
- Advanced proficiency in policy research methodologies and quantitative/qualitative analysis
- Exceptional written/verbal communication skills with demonstrated executive briefing experience
- Professional certification in cybersecurity governance or public administration (e.g., CGEIT, MPA) preferred
- Proven ability to navigate complex stakeholder environments and build consensus across diverse groups
