Responsibilities
- Analyze complex municipal policies and regulations using quantitative/qualitative research methods
- Develop evidence-based recommendations addressing housing affordability, climate action, and social equity
- Lead stakeholder engagement sessions with community groups, nonprofits, and city departments
- Prepare comprehensive policy briefs and executive summaries for City Council review
- Monitor legislative developments and assess impacts on local governance
- Manage project timelines and deliverables using Agile methodologies
- Mentor junior analysts and coordinate interdepartmental task forces
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field (or equivalent experience)
- 5+ years of policy analysis experience in municipal/government setting
- Expertise in statistical analysis tools (SPSS, R, or Python) and GIS mapping
- Proven track record of developing successful equity-focused policies
- Strong written/verbal communication skills with ability to present to diverse audiences
- Knowledge of Oregon public procurement processes and budget frameworks
- Valid Oregon driver's license and ability to travel to community sites
