Responsibilities
- Research and analyze policy impacts across housing, environment, and social service sectors
- Develop evidence-based policy recommendations for County Board approval
- Collaborate with 15+ county departments to implement strategic initiatives
- Lead stakeholder engagement processes with community groups and nonprofits
- Prepare comprehensive policy briefs and executive summaries for decision-makers
- Monitor federal/state legislative developments affecting county operations
- Manage complex projects with cross-functional teams and tight deadlines
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field (or equivalent experience)
- 5+ years of policy analysis experience in government or nonprofit sector
- Expertise in quantitative/qualitative research methodologies
- Proven track record of developing actionable policy recommendations
- Strong stakeholder engagement and facilitation skills
- Knowledge of Oregon state and Multnomah County governance structures
- Experience with data visualization tools (Tableau, Power BI)
- Valid Oregon driver's license
