Responsibilities
- Coordinate county-wide emergency response operations during public health crises
- Develop, implement, and update emergency preparedness plans and protocols
- Lead cross-departmental task forces including healthcare, law enforcement, and community partners
- Manage emergency operations center activations and resource allocation
- Conduct risk assessments and vulnerability analyses for public health threats
- Oversee grant-funded emergency response programs and reporting
- Train county staff and community stakeholders on emergency procedures
Qualifications
- Master's degree in Public Health, Emergency Management, or related field
- 5+ years of emergency management experience in government or healthcare
- Proven experience leading large-scale disaster response operations
- Certified Emergency Manager (CEM) or equivalent preferred
- Expertise in ICS/NIMS protocols and FEMA compliance
- Strong knowledge of California public health emergency statutes
- Exceptional crisis communication and stakeholder management skills
