Responsibilities
- Oversee $50M+ annual infrastructure projects including road rehabilitation and water system upgrades
- Manage cross-departmental teams of engineers, contractors, and regulatory compliance specialists
- Develop and implement strategic capital improvement plans aligned with county growth objectives
- Ensure adherence to OSHA, EPA, and TDEC regulations for public safety
- Lead emergency response operations for natural disasters and public works crises
- Present project progress and budget reports to county commissioners and community stakeholders
- Supervise 15+ staff members through performance evaluations and professional development
Qualifications
- Bachelor's degree in Civil Engineering, Public Administration, or related field (Master's preferred)
- Minimum 7 years of progressive public works or municipal engineering experience
- Valid Tennessee Professional Engineer (PE) license required
- Proven track record managing budgets exceeding $10M
- Experience with federal grant applications (FHWA, EPA) and compliance reporting
- Strong knowledge of AutoCAD, GIS systems, and construction management software
- Excellent communication skills for public hearings and intergovernmental collaboration
- Tennessee driver's license with clean record
