Core Responsibilities:
- Lead the analysis, design, and implementation of complex software solutions and system upgrades.
- Collaborate with cross-functional teams, including developers, project managers, and city departments, to gather requirements and define technical specifications.
- Maintain and monitor system performance, ensuring high availability, scalability, and security compliance.
- Conduct thorough root cause analysis for technical issues and develop long-term remediation strategies.
- Provide advanced technical support and mentorship to junior analysts and IT staff.
- Prepare and present technical documentation, including requirements, architecture diagrams, and user manuals.
- Ensure adherence to all federal, state, and local government regulations and data privacy standards.
Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Minimum of 5 years of progressive experience in systems analysis, architecture, or software development within a large-scale environment.
- Proficiency in programming languages such as Python, Java, or C# and database management systems (SQL, Oracle, or PostgreSQL).
- Strong understanding of software development life cycles (SDLC), Agile methodologies, and ITIL best practices.
- Excellent problem-solving skills with the ability to troubleshoot complex technical issues under tight deadlines.
- Effective communication skills, both written and verbal, with the ability to translate technical concepts for non-technical stakeholders.
- Experience working with government or public sector IT systems is highly desirable.
