Responsibilities
- Lead System Analysis: Conduct in-depth analysis of complex business requirements and translate them into technical specifications for state-level software solutions.
- Project Management: Oversee project lifecycles from initiation through deployment, ensuring deliverables are met on time and within budget using Agile methodologies.
- Stakeholder Communication: Act as the primary liaison between technical teams, government officials, and end-users to ensure clear understanding of project goals.
- System Optimization: Identify areas for process improvement and implement solutions to enhance system performance and data integrity.
- Quality Assurance: Develop and execute test plans to ensure all software meets state security standards and regulatory compliance.
- Technical Documentation: Maintain accurate documentation for system architecture, workflows, and training materials.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Experience: Minimum of 5-7 years of experience in Systems Analysis or IT Project Management within a government or large enterprise environment.
- Certification: PMP (Project Management Professional) or CAPM certification is strongly desired.
- Technical Skills: Proficiency in SQL, Java, .NET, or Python; experience with cloud platforms (AWS/Azure) and database management systems.
- Regulatory Knowledge: Understanding of state government IT procurement processes and compliance standards (FISMA, HIPAA) is a plus.
- Soft Skills: Strong problem-solving abilities, excellent verbal and written communication skills, and the ability to work in a fast-paced, high-stakes environment.
