Responsibilities
- Lead the end-to-end analysis of complex business requirements and translate them into technical system specifications.
- Design, develop, and test software solutions that enhance state agency efficiency and data security.
- Collaborate with cross-functional stakeholders, including IT teams, project managers, and government officials, to ensure alignment with organizational goals.
- Conduct system performance tuning, security audits, and troubleshooting to maintain high availability of critical services.
- Oversee the implementation of new technologies and oversee the migration of legacy systems to modern platforms.
- Document technical processes, system architecture, and training materials for end-users.
- Provide expert-level mentorship to junior analysts and support continuous improvement initiatives.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related technical field.
- Minimum of 5 years of progressive experience in systems analysis, business analysis, or software development.
- Proven experience with relational databases (e.g., Oracle, SQL Server) and data modeling tools.
- Strong proficiency in programming languages such as Java, Python, or C#.
- Experience with Agile/Scrum methodologies and project management frameworks.
- Excellent verbal and written communication skills with the ability to explain technical concepts to non-technical audiences.
- Must be a U.S. Citizen and able to pass a background check and security clearance.
