Responsibilities
- Lead Strategic Initiatives: Spearhead the planning, execution, and delivery of large-scale IT projects within the state framework, ensuring alignment with departmental goals.
- Cybersecurity Governance: Implement and enforce strict cybersecurity protocols and compliance standards to protect sensitive state data from evolving threats.
- Stakeholder Management: Serve as the primary point of contact for executive leadership and external vendors, translating technical requirements into business value.
- System Optimization: Analyze system performance data to identify bottlenecks and recommend innovative technical solutions to enhance operational efficiency.
- Team Leadership: Mentor junior staff and foster a collaborative, high-performance culture focused on excellence and innovation.
- Regulatory Compliance: Ensure all technical implementations adhere to state and federal regulations, including OMB Circular A-123.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field. Master’s degree preferred.
- Experience: Minimum of 5-7 years of progressive experience in IT project management, systems architecture, or software development within a government or large enterprise environment.
- Certifications: PMP, PgMP, CISSP, or equivalent advanced certification is strongly required.
- Technical Proficiency: Deep knowledge of cloud infrastructure (AWS/Azure), data analytics, and modern programming languages.
- Communication: Exceptional ability to communicate complex technical concepts to non-technical stakeholders.
- Problem Solving: Demonstrated ability to troubleshoot complex issues under pressure and deliver results within tight deadlines.
