Responsibilities
- Direct daily operations of public works departments including water, sanitation, and transportation infrastructure
- Oversee capital project planning, budgeting, and execution for municipal infrastructure upgrades
- Ensure compliance with federal/state regulations (EPA, OSHA) and local ordinances
- Lead emergency response initiatives for natural disasters and public safety incidents
- Manage cross-functional teams of engineers, technicians, and administrative staff
- Develop sustainable infrastructure solutions aligned with Portland's climate action goals
- Coordinate with federal/state agencies for grant applications and resource allocation
Qualifications
- Bachelor's degree in Civil Engineering, Public Administration, or related field (Master's preferred)
- Minimum 7 years progressive experience in municipal public works management
- Valid Professional Engineer (PE) license in Oregon
- Proven track record managing budgets exceeding $5M and complex infrastructure projects
- Expertise in federal/state compliance frameworks (FEMA, DOT, EPA)
- Strong leadership skills with ability to manage cross-functional teams
- Experience with GIS systems and infrastructure management software
- Emergency response certification (NIMS/ICS) preferred
