Responsibilities
- Manage the full lifecycle of federal recruitment, from vacancy announcement creation to final offer extension, ensuring strict adherence to OF-612 and OF-510 requirements.
- Conduct thorough background investigations and security clearance processing, including Public Trust and Secret level evaluations.
- Analyze organizational structure and workforce data to provide strategic recommendations on staffing needs and compliance.
- Administer and interpret federal employment laws, including the USERRA and ADA (Americans with Disabilities Act), ensuring zero compliance violations.
- Facilitate employee relations, mediating conflicts and handling disciplinary actions in accordance with collective bargaining agreements.
- Utilize HRIS systems (e.g., PeopleSoft, Workday) to maintain accurate employee records and generate required federal reports.
- Train hiring managers and supervisors on federal hiring best practices and modernization initiatives.
Qualifications
- Bachelor’s degree in Human Resources, Public Administration, or a related field required; Master’s degree preferred.
- Minimum of 3-5 years of experience in federal, state, or local government human resources.
- Must possess or be eligible to obtain a Public Trust security clearance.
- Deep understanding of Merit System Principles and federal employment regulations.
- Proficiency with HR software and federal job posting platforms like USAJOBS.gov.
- Strong interpersonal skills with the ability to handle sensitive information with the highest level of confidentiality.
- Ability to work in a fast-paced, deadline-driven environment.
