Responsibilities
- Lead the full software development lifecycle (SDLC) for state government projects, ensuring timely and budget-compliant delivery.
- Analyze complex business requirements and translate them into detailed technical specifications and system designs.
- Collaborate with cross-functional teams, including developers, project managers, and state agency stakeholders, to ensure alignment on project goals.
- Identify, assess, and mitigate technical risks associated with system implementation and upgrades.
- Ensure all IT solutions comply with state regulations, security standards, and IT governance policies.
- Conduct code reviews and provide technical guidance to junior analysts and developers.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Information Technology, or a related field (Master’s preferred).
- Minimum of 5 years of professional experience in systems analysis, software development, or a related IT role.
- Proven experience working within the government sector or managing large-scale enterprise projects is highly desirable.
- Strong proficiency in SQL, database management, and at least one modern programming language (e.g., Java, C#, Python).
- Experience with Agile/Scrum methodologies and project management tools (e.g., JIRA, Confluence).
- Excellent verbal and written communication skills, with the ability to present technical concepts to non-technical audiences.
