Responsibilities
- Oversee all legislative processes including agenda preparation, minute-taking, and ordinance codification
- Administer the California Public Records Act requests with efficiency and transparency
- Manage municipal elections, campaign filings, and voter education initiatives
- Serve as custodian of official City records including contracts, minutes, and historical documents
- Coordinate ceremonial functions and administer oaths for public officials
- Lead digital transformation of records management systems
- Provide direct support to City Council members and department heads
Qualifications
- Bachelor's degree in Public Administration, Business, or related field (Master's preferred)
- Minimum 5 years municipal government experience with 2+ years in records management
- California Notary Public certification or ability to obtain within 6 months
- Expertise in California Public Records Act, Brown Act, and election laws
- Advanced proficiency in document management systems (e.g., Laserfiche, OnBase)
- Proven ability to lead complex projects and manage sensitive information
- Exceptional written communication skills for policy documentation
- Experience with public-facing digital portals for records access
