Responsibilities
- Oversee comprehensive record management system for all city ordinances, resolutions, and official documents
- Manage election administration processes including voter registration, polling place coordination, and certification
- Prepare and distribute City Council meeting agendas, minutes, and supporting documentation
- Administer oaths, public records requests, and official document issuance (marriage licenses, business permits)
- Develop digital transformation initiatives for archival systems and public access portals
- Serve as compliance officer for Kentucky Open Records Act and Sunshine Law requirements
- Coordinate interdepartmental records retention policies and destruction schedules
- Act as primary liaison between public officials, legal counsel, and community stakeholders
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- Minimum 5 years municipal government or public sector records management experience
- Expertise in Kentucky Revised Statutes Chapter 61A (Public Records) and KRS 61.870-61.885
- Advanced proficiency in document management systems (e.g., Laserfiche, SharePoint)
- Certified Municipal Clerk (CMC) designation or equivalent certification
- Demonstrated success implementing digital archives and public-facing transparency portals
- Exceptional written/verbal communication skills with ability to translate complex policies
- Valid Kentucky driver's license with clean driving record
