Responsibilities
- Oversee maintenance, retrieval, and digitization of all official municipal records, ordinances, and council proceedings
- Manage public records requests ensuring timely, accurate, and legally compliant responses
- Coordinate with City Council, Mayor's Office, and department heads on legislative documentation and administrative processes
- Lead implementation of records management systems and digital transformation initiatives
- Administer oaths of office, notary services, and official city certifications
- Develop and maintain records retention policies aligned with Washington State Public Records Act
- Supervise City Clerk staff and provide guidance on complex administrative procedures
Qualifications
- Bachelor's degree in Public Administration, Business Administration, or related field (Master's preferred)
- Minimum 5 years of progressive records management or municipal government experience
- Expertise in Washington State Public Records Act and RCW Title 42.56
- Advanced proficiency with records management software (e.g., Laserfiche, DocuWare)
- Proven ability to manage complex public records requests and FOIA compliance
- Strong project management skills with demonstrated process improvement experience
- Excellent written and verbal communication abilities with attention to legal precision
- Professional certification (CRM, CRMMA, or similar) highly desirable
