Responsibilities
- Manage and preserve all official city records including ordinances, resolutions, and council meeting minutes
- Oversee publication of legal notices and ensure compliance with Maryland Public Information Act requirements
- Administer oaths of office and serve as custodian of the city seal
- Coordinate municipal elections and referendum processes in accordance with state law
- Provide administrative support to the Mayor and City Council including agenda preparation and documentation
- Implement records retention policies and maintain secure document management systems
- Respond to public records requests with accuracy and timeliness
- Supervise clerical staff and manage departmental budget
Qualifications
- Bachelor's degree in Public Administration, Business Administration, or related field
- Minimum 5 years experience in municipal government or records management
- Thorough knowledge of Maryland state and Baltimore city statutes
- Proficiency in document management systems and Microsoft Office Suite
- Valid Maryland driver's license
- Ability to obtain Notary Public commission within 6 months of hire
- Strong organizational skills with attention to detail and accuracy
- Excellent written and verbal communication abilities
