Responsibilities
- Develop and implement federal healthcare policy frameworks affecting California populations
- Analyze legislative impacts and prepare comprehensive briefings for congressional committees
- Coordinate with state agencies to ensure seamless policy execution at regional level
- Lead cross-functional task forces on public health emergency preparedness
- Prepare high-stakes testimony for congressional oversight hearings
- Monitor regulatory compliance across 58 California counties
- Design data-driven evaluation metrics for policy effectiveness
Qualifications
- Master's degree in Public Policy, Healthcare Administration, or related field
- Minimum 5 years federal or state policy analysis experience
- Expert knowledge of CMS, HIPAA, and ACA regulations
- Advanced proficiency in policy modeling software (e.g., SAS, R)
- Active Secret Security clearance (or ability to obtain)
- Proven track record of briefing congressional leadership
- California-specific healthcare system knowledge
- Professional certification in Federal Policy Analysis (FPAC) preferred
