Responsibilities
- Oversee all municipal elections, voter registration, and ballot initiatives ensuring ADA compliance and accessibility
- Manage official city records, document retention policies, and public information requests under Oregon Public Records Law
- Prepare and certify legislative documents, ordinances, and resolutions for city council proceedings
- Supervise records management systems and digital archiving solutions for 50+ departments
- Act as primary liaison between city council, mayor's office, and public on procedural matters
- Coordinate municipal boards and commissions appointments process
- Ensure compliance with state statutes (ORS 244, ORS 294) and city charter requirements
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- 5+ years municipal government experience with 2+ in records management or legislative affairs
- Expert knowledge of Oregon election laws, public records statutes, and open meeting laws
- Advanced proficiency in records management software (e.g., Laserfiche, DocuWare)
- Professional certification (CRM, CRM-E, or equivalent) strongly preferred
- Exceptional written communication skills for legal document preparation
- Proven ability to manage high-stakes public information requests and appeals
- Experience supervising teams in unionized municipal environments
