Responsibilities
- Oversee all city council elections, voter registration, and initiative processes ensuring compliance with state/federal regulations
- Manage and preserve official city records including ordinances, minutes, and historical documents with digital preservation protocols
- Act as primary custodian of the city seal and official municipal documents with authentication authority
- Coordinate public records requests and information disclosure in accordance with California Public Records Act
- Administer oaths of office and notary services for municipal employees and public officials
- Develop and implement records management systems ensuring accessibility and security
- Advise city departments on legislative procedures and regulatory compliance
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field with 5+ years municipal government experience
- Certification as Municipal Clerk (CMC) or equivalent professional designation required
- Expert knowledge of California Election Law, Brown Act, and Public Records Act
- Advanced proficiency in records management systems (e.g., Laserfiche, DocuWare)
- Exceptional communication skills with ability to present complex information to diverse audiences
- Proven project management experience implementing municipal systems or processes
- Valid California driver's license and ability to work occasional evenings/weekends
