Responsibilities
- Manage and preserve all official city records, ordinances, and meeting minutes with archival precision
- Oversee municipal elections, voter registration, and ballot initiatives ensuring compliance with state/federal laws
- Coordinate public records requests while balancing transparency with legal confidentiality requirements
- Administer city council proceedings, including agenda preparation, public testimony protocols, and legislative tracking
- Lead digital transformation of records management systems for enhanced accessibility and security
- Advise city officials on parliamentary procedure and regulatory compliance matters
- Develop public engagement initiatives to strengthen community-government relations
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- Minimum 5 years municipal governance experience with direct records management oversight
- California Municipal Clerk certification (or ability to obtain within 12 months)
- Expertise in California Election Code, Brown Act, and public records laws
- Advanced proficiency in document management systems (e.g., Laserfiche, SharePoint)
- Exceptional written communication skills with demonstrated policy drafting ability
