Responsibilities
- Lead Strategic IT Initiatives: Oversee the planning, execution, and delivery of complex information technology projects aligned with state strategic goals.
- System Architecture & Governance: Design and implement scalable cloud-based solutions and ensure strict adherence to state IT governance standards and compliance protocols.
- Vendor & Stakeholder Management: Manage relationships with external vendors and internal stakeholders to optimize service delivery and resolve technical roadblocks.
- Cybersecurity Oversight: Implement and monitor security frameworks to protect sensitive state data and maintain compliance with federal and state regulations.
- Team Mentorship: Provide technical guidance and mentorship to junior staff, fostering a culture of continuous learning and high performance.
- Budget Management: Develop and manage project budgets, ensuring fiscal responsibility and optimal resource allocation.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field is required; Master’s degree is preferred.
- Experience: Minimum of 5 years of progressive experience in information technology, with at least 2 years in a leadership or project management capacity within the public sector or a large enterprise environment.
- Certifications: PMP, CAPM, or equivalent project management certification is highly desirable. Active CompTIA Security+ or CISSP certification is required.
- Technical Skills: Proficiency in cloud platforms (AWS, Azure, or Google Cloud), database management (SQL), and modern programming languages (Java, Python, or .NET).
- Regulatory Knowledge: Strong understanding of the California Public Records Act (CPRA) and state IT procurement policies.
- Communication: Exceptional ability to communicate complex technical concepts to non-technical stakeholders and executive leadership.
