Responsibilities
- Project Leadership: Lead the full project lifecycle (initiation, planning, execution, monitoring, and closure) for large-scale IT initiatives, ensuring alignment with state strategic goals.
- Stakeholder Management: Collaborate with executive leadership, agency stakeholders, and external vendors to define scope, manage expectations, and communicate progress effectively.
- Agile & Waterfall: Apply expertise in Agile, Scrum, and Waterfall methodologies to drive development processes and ensure high-quality deliverables.
- Budget & Resource Management: Manage project budgets, allocate resources efficiently, and mitigate financial risks to ensure projects stay within fiscal constraints.
- Compliance & Governance: Ensure all projects adhere to state procurement regulations, security standards, and compliance mandates (e.g., CalOES, HIPAA).
- Risk Mitigation: Identify potential project risks early and develop contingency plans to minimize downtime and ensure business continuity.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. Master’s degree preferred.
- Certifications: PMP (Project Management Professional) or PgMP (Program Management Professional) certification is required. Agile certifications (CSM, CSPO) are a plus.
- Experience: Minimum of 7-10 years of progressive project management experience in the public sector or large enterprise IT environment.
- Technical Proficiency: Solid understanding of SDLC, cloud technologies (AWS/Azure), and enterprise software architecture.
- Communication: Exceptional verbal and written communication skills, with the ability to translate technical jargon for non-technical audiences.
- Problem Solving: Strong analytical skills with a proven track record of resolving complex operational challenges.
