Job Overview:
As the Senior IT Specialist, you will be responsible for analyzing complex business requirements, designing scalable solutions, and leading technical implementation projects. You will act as a subject matter expert, providing technical guidance to junior staff and ensuring compliance with state security standards.
Responsibilities
- Analyze and Design: Conduct in-depth analysis of business processes and design robust, scalable IT architectures to meet agency objectives.
- Project Leadership: Lead cross-functional teams in the planning, development, and deployment of software solutions, ensuring adherence to Agile and Waterfall methodologies.
- System Optimization: Monitor system performance, troubleshoot complex technical issues, and implement optimization strategies to enhance efficiency.
- Compliance & Security: Enforce strict cybersecurity protocols and ensure all systems comply with California state regulations and data privacy laws.
- Vendor Management: Collaborate with external vendors to manage contracts, conduct performance reviews, and ensure deliverables meet quality standards.
- Mentorship: Provide technical mentorship and guidance to junior analysts and IT staff, fostering a culture of continuous learning.
- Documentation: Create and maintain comprehensive technical documentation, including system diagrams, API specs, and technical manuals.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field is required. A Master’s degree is highly preferred.
- Experience: Minimum of 5-7 years of progressive experience in systems analysis, software development, or IT project management within the public sector or large enterprise.
- Technical Skills: Proficiency in Java, Python, SQL, and cloud platforms (AWS/Azure). Strong understanding of database management and enterprise integration.
- Certifications: PMP, CAPM, or ITIL certification is a plus.
- Communication: Exceptional written and verbal communication skills, with the ability to translate complex technical concepts for non-technical stakeholders.
- Problem Solving: Strong analytical and troubleshooting abilities with a proven track record of resolving critical system outages.
- State Knowledge: Familiarity with California State government systems and workflows is highly desirable.
