As a Senior Analyst, you will be at the forefront of digital transformation, working alongside cross-functional teams to design, implement, and maintain scalable IT solutions that enhance operational efficiency for the State.
Responsibilities
- Lead System Analysis: Conduct in-depth analysis of complex business requirements and translate them into robust technical specifications and system designs.
- Project Management: Oversee the full lifecycle of IT projects, from initiation and planning through execution, testing, and deployment, ensuring milestones are met on time and within budget.
- Stakeholder Collaboration: Act as the primary liaison between technical teams and non-technical stakeholders, ensuring clear communication and alignment of IT initiatives with agency goals.
- Technical Documentation: Create comprehensive documentation, including system architecture diagrams, data flow charts, and technical manuals.
- Process Improvement: Identify areas for process optimization and recommend innovative solutions to improve system performance and user experience.
- Compliance & Security: Ensure all technical solutions adhere to state security protocols, privacy laws, and industry best practices.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Systems, or a related field; or equivalent combination of education and experience.
- Experience: Minimum of 5-7 years of progressive experience in systems analysis, software development, or IT project management within a government or enterprise environment.
- Technical Skills: Proficiency in SQL, Java, .NET, and cloud-based platforms (AWS/Azure). Experience with Agile/Scrum methodologies is required.
- Communication: Excellent verbal and written communication skills, with the ability to explain complex technical concepts to diverse audiences.
- Problem Solving: Strong analytical and troubleshooting skills with a proven track record of resolving critical system issues.
- State Knowledge: Understanding of state government procurement processes and regulatory compliance is highly preferred.
