Responsibilities
- Lead the full lifecycle of IT projects from initiation and planning through execution and closure, ensuring alignment with city strategic goals.
- Manage cross-functional teams, including developers, analysts, and external vendors, fostering a collaborative and high-performance environment.
- Ensure strict compliance with federal, state, and local government regulations, including IT security standards and procurement policies.
- Develop comprehensive project plans, monitor progress against milestones, and implement risk mitigation strategies.
- Communicate complex technical concepts and project status to non-technical stakeholders and city executives effectively.
- Optimize resource allocation and manage project budgets, ensuring cost-efficiency without compromising quality.
- Drive the adoption of Agile and Waterfall methodologies to enhance delivery speed and operational efficiency.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Public Administration, or a related field is required; Master’s degree is a plus.
- Minimum of 5 years of progressive experience in IT project management, with significant experience in the public sector or government contracting.
- PMP (Project Management Professional), PgMP, or CAPM certification is required.
- Proven experience managing large-scale software development and IT infrastructure projects with budgets exceeding $1M.
- Strong understanding of government procurement processes, compliance frameworks (e.g., FISMA, NIST), and ITIL best practices.
- Excellent leadership, communication, and interpersonal skills, with the ability to influence diverse stakeholders.
- Proficiency in project management tools such as Jira, MS Project, and Agile software platforms.
