Responsibilities
- Lead System Architecture: Analyze complex business requirements and translate them into robust technical solutions, ensuring scalability and security for government applications.
- Project Management: Oversee the full software development lifecycle (SDLC), from requirements gathering and design to testing and deployment, ensuring projects are delivered on time and within budget.
- Cross-Functional Collaboration: Partner with stakeholders across various municipal departments to identify pain points and implement innovative IT strategies that improve citizen services.
- Security Compliance: Enforce strict data protection protocols and ensure all systems comply with federal, state, and local government regulations (e.g., FISMA, HIPAA).
- Performance Optimization: Monitor system performance, troubleshoot complex technical issues, and implement optimization strategies to minimize downtime and maximize uptime.
- Talent Development: Mentor junior analysts and engineers, fostering a culture of continuous learning and technical excellence within the IT division.
Qualifications
- Education: Bachelor’s degree in Computer Science, Information Technology, or a related field is required; Master’s degree preferred.
- Experience: Minimum of 5-7 years of progressive experience in IT analysis, systems engineering, or a related technical role within the public sector or large enterprise.
- Technical Skills: Proficiency in programming languages such as Python, Java, or SQL, and experience with cloud platforms (AWS/Azure) and virtualization technologies.
- Certifications: Relevant certifications such as PMP, ITIL, or CISSP are highly desirable.
- Communication: Exceptional verbal and written communication skills, with the ability to explain complex technical concepts to non-technical stakeholders and government officials.
