Responsibilities
- Lead the analysis of complex business requirements and translate them into robust technical specifications.
- Design, develop, and implement software solutions, including database architectures and web-based applications.
- Oversee the full Software Development Life Cycle (SDLC) from conception to deployment.
- Collaborate with cross-functional stakeholders, including project managers, developers, and subject matter experts.
- Ensure strict compliance with state IT security policies, data governance standards, and regulatory requirements.
- Conduct system performance tuning, troubleshooting, and capacity planning to ensure high availability.
- Mentor junior analysts and conduct code reviews to maintain high-quality standards.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related technical field (Master’s degree preferred).
- Minimum of 5 years of progressive experience in Systems Analysis, Software Engineering, or IT Project Management.
- Strong proficiency in programming languages such as Java, Python, C#, or SQL.
- Experience with cloud platforms (AWS, Azure, or Google Cloud) and containerization technologies (Docker, Kubernetes).
- Deep understanding of Agile and Waterfall methodologies.
- Excellent verbal and written communication skills with the ability to explain technical concepts to non-technical audiences.
- Ability to pass a background investigation and obtain a State of California security clearance.
