Responsibilities
- Analyze complex urban issues (housing, sustainability, economic development) using quantitative and qualitative methods
- Develop comprehensive policy proposals aligned with city council priorities and federal grant requirements
- Lead cross-departmental task forces with stakeholders including community organizations and private sector partners
- Prepare legislative briefs, testimony, and executive summaries for city leadership
- Monitor federal/state policy changes and assess local impact
- Manage grant applications and compliance for $5M+ in annual funding
Qualifications
- Master's degree in Public Policy, Urban Planning, or related field (or equivalent experience)
- 5+ years of policy analysis experience in municipal/government setting
- Advanced proficiency in statistical software (SPSS, R) and data visualization tools
- Proven success in developing and implementing city-level initiatives
- Deep knowledge of Wisconsin state administrative codes and procurement processes
- Strong stakeholder management with elected officials and community leaders
- Valid Wisconsin driver's license
