Responsibilities
- Develop comprehensive policy recommendations through quantitative/qualitative research and stakeholder engagement
- Analyze legislative impacts and fiscal implications of proposed state programs
- Lead cross-departmental task forces on equity-focused policy implementation
- Present findings to legislative committees and executive leadership
- Maintain compliance with state regulations and reporting standards
- Mentor junior analysts in policy development methodologies
- Monitor emerging trends and assess adaptability of existing frameworks
Qualifications
- Master's degree in Public Policy, Economics, or related field (or equivalent experience)
- 5+ years of progressive policy analysis in government/public sector
- Advanced proficiency in statistical software (R, SAS, Stata) and data visualization
- Demonstrated success in drafting policy briefs and legislative testimony
- Expertise in equity impact assessment methodologies
- Valid Oregon driver's license (travel required)
- Experience with Oregon state budget processes
- PHR or SHRM-SCP certification preferred
