Responsibilities
- Analyze complex fiscal policies and recommend evidence-based solutions to state leadership
- Lead cross-agency initiatives to optimize government operations and resource allocation
- Prepare detailed policy briefs and fiscal impact statements for legislative review
- Collaborate with stakeholders to develop and implement strategic policy frameworks
- Monitor federal and state legislative changes to assess implications for Maryland
- Manage quantitative research projects using advanced statistical methods
- Mentor junior analysts and oversee policy research workflows
Qualifications
- Master's degree in Public Policy, Economics, or related field (Bachelor's with 5+ years experience considered)
- Minimum 5 years of progressive policy analysis experience in government or public sector
- Expertise in quantitative analysis and statistical modeling (SPSS/R required)
- Demonstrated success developing fiscal impact statements and policy recommendations
- Deep understanding of Maryland state government operations and legislative processes
- Exceptional written and verbal communication skills for diverse audiences
