Responsibilities
- Analyze complex policy issues and develop evidence-based recommendations for state programs
- Conduct quantitative/qualitative research and prepare executive briefings for legislative leaders
- Collaborate with agency heads to align policy objectives with budget priorities
- Monitor federal regulations and assess impact on Massachusetts operations
- Design policy implementation frameworks and measure outcomes using KPIs
- Present findings to stakeholders including the Governor's Office and state legislators
Qualifications
- Master's degree in Public Policy, Public Administration, Economics, or related field
- 5+ years of progressive policy analysis experience in government or non-profit sector
- Advanced proficiency in statistical analysis software (R, Stata, or SPSS)
- Deep understanding of Massachusetts state government operations
- Exceptional written/verbal communication skills demonstrated through published reports
- Proven ability to manage multiple concurrent projects with competing deadlines
- Active Massachusetts security clearance or ability to obtain within 90 days
