Responsibilities
- Conduct thorough analysis of business requirements and translate them into technical specifications for system development projects.
- Design, develop, and maintain complex software solutions, ensuring scalability, security, and performance standards.
- Lead cross-functional teams including developers, business analysts, and stakeholders to deliver projects on time and within scope.
- Manage vendor relationships and oversee third-party system integrations to ensure seamless data flow.
- Monitor system performance and troubleshoot complex technical issues to minimize downtime and enhance user experience.
- Ensure all technical solutions comply with state regulations, security protocols, and accessibility standards (WCAG).
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Public Administration, or a related field; Master’s degree preferred.
- Minimum of 5 years of experience in systems analysis, software development, or IT project management.
- Proven expertise in SQL, Java, .NET, or cloud platforms (AWS/Azure).
- Strong understanding of Agile/Scrum methodologies and SDLC.
- Excellent communication skills with the ability to translate technical jargon for non-technical stakeholders.
- Experience working within a government or large enterprise environment is a plus.
