Responsibilities
- Analyze complex business requirements and translate them into technical specifications for system enhancements and new development projects.
- Design, develop, and implement scalable software solutions that align with state IT standards and security protocols.
- Collaborate with cross-functional teams, including developers, project managers, and subject matter experts, to ensure project success.
- Perform system testing, quality assurance, and troubleshooting to maintain system integrity and performance.
- Provide technical leadership and mentorship to junior analysts and IT staff members.
- Ensure compliance with federal and state regulations, including data privacy and cybersecurity mandates.
- Document system architecture, workflows, and technical processes to support knowledge transfer.
Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or a related field; or equivalent combination of education and experience.
- Minimum of 5 years of progressive experience in systems analysis, business analysis, or software development.
- Proficiency in programming languages such as Java, .NET, or Python, and database management systems (SQL, Oracle, or Microsoft SQL Server).
- Strong understanding of Agile and Waterfall methodologies, with experience leading sprint planning and retrospectives.
- Excellent communication skills, with the ability to explain technical concepts to non-technical stakeholders.
- Demonstrated ability to manage multiple priorities in a fast-paced, deadline-driven environment.
- Ability to obtain and maintain a background check required for state employment.
