Responsibilities
- Lead the end-to-end analysis, design, and implementation of complex IT systems and software solutions.
- Collaborate closely with department heads and stakeholders to gather requirements and translate business needs into precise technical specifications.
- Oversee the testing, deployment, and ongoing maintenance of enterprise applications and databases.
- Identify process bottlenecks and implement architectural improvements to enhance system efficiency and user experience.
- Provide advanced technical guidance, mentorship, and code reviews to junior analysts and developers within the team.
- Ensure all system implementations comply with county security policies and regulatory standards.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s preferred).
- Minimum of 5 years of progressive experience in systems analysis, software development, or IT project management.
- Strong proficiency in SQL, Java, Python, and modern web technologies (HTML/CSS/JavaScript).
- Experience with cloud platforms (AWS or Azure) and database management systems (Oracle, SQL Server).
- Proven experience working within Agile/Scrum development methodologies.
- Exceptional verbal and written communication skills, with the ability to explain complex technical concepts to non-technical audiences.
