Responsibilities
- Conduct thorough analysis of business requirements and translate them into robust technical specifications and system designs.
- Lead the end-to-end lifecycle of software development projects, from initiation and planning to deployment and maintenance.
- Collaborate with cross-functional teams including project managers, developers, and stakeholders to ensure project alignment and timely delivery.
- Identify, troubleshoot, and resolve complex system issues to minimize downtime and optimize performance.
- Maintain and document technical documentation, including system architecture, process flows, and change logs.
- Ensure compliance with state security protocols, data privacy regulations, and industry best practices.
- Conduct training sessions for end-users to enhance system adoption and proficiency.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent work experience).
- Minimum of 5 years of progressive experience in systems analysis, business analysis, or software development.
- Proven experience working within a state government or large enterprise environment.
- Strong proficiency in SQL, relational databases, and at least one programming language (Python, Java, or C#).
- Experience with project management methodologies (Agile, Scrum, Waterfall) and tools (JIRA, MS Project).
- Excellent problem-solving skills and the ability to communicate complex technical concepts to non-technical audiences.
- Valid driver's license and the ability to travel to project sites as required.
