Responsibilities
- Lead the analysis, design, and implementation of complex IT systems and infrastructure projects for state agencies.
- Conduct thorough requirements gathering and gap analysis to translate business needs into technical solutions.
- Oversee system performance tuning, security protocols, and disaster recovery planning to ensure 99.9% uptime.
- Collaborate with cross-functional teams and external vendors to manage project lifecycles from conception to deployment.
- Develop and maintain detailed technical documentation, including system architecture diagrams and user manuals.
- Perform risk assessments and recommend mitigation strategies for critical state data systems.
- Mentor junior analysts and provide technical guidance on best practices for software development and governance.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
- Minimum of 5 years of progressive experience in systems analysis, architecture, or software engineering within the public or private sector.
- Strong proficiency in SQL, Java, Python, or C# with a deep understanding of relational database management systems (Oracle, SQL Server).
- Experience with cloud platforms (AWS, Azure) and containerization technologies (Docker, Kubernetes).
- Knowledge of Texas State Government procurement processes and compliance standards (e.g., TCOG, TDA).
- Excellent problem-solving skills and the ability to communicate complex technical concepts to non-technical stakeholders.
- Certification such as PMP, TOGAF, or CISSP is a plus.
