Responsibilities
- Lead the analysis, design, and implementation of complex IT solutions for municipal operations, ensuring alignment with city strategic goals.
- Collaborate cross-functionally with department heads to identify workflow inefficiencies and propose technology-driven improvements.
- Ensure strict compliance with federal, state, and local regulations regarding data privacy, security, and accessibility.
- Oversee the full software development lifecycle (SDLC) using Agile methodologies, including sprint planning and code reviews.
- Provide technical mentorship and guidance to junior analysts and IT staff, fostering a culture of continuous improvement.
- Conduct rigorous system audits, performance testing, and risk assessments to maintain 99.9% system uptime.
- Act as the primary point of contact for technical escalations and complex troubleshooting during critical system updates.
Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or a related technical field.
- Minimum of 5 years of experience in systems analysis or IT project management within the public sector or a similar complex enterprise environment.
- Deep understanding of ITIL frameworks, Agile/Scrum methodologies, and database management (SQL/NoSQL).
- Proven experience implementing security measures in accordance with government standards (e.g., FISMA, NIST).
- Strong proficiency in programming languages such as Python, Java, or C#.
- Certification as a PMP, CAPM, or CISSP is highly preferred.
- Exceptional analytical problem-solving skills and the ability to communicate complex technical concepts to non-technical stakeholders.
