Responsibilities
- Lead Cross-Functional Teams: Direct and motivate diverse teams of developers, analysts, and business units to achieve project milestones on time and within budget.
- Project Lifecycle Management: Own the entire Project Management Life Cycle (PMLC), from initial requirements gathering and feasibility studies to final deployment and post-implementation support.
- Stakeholder Communication: Serve as the primary point of contact for county commissioners and department heads, providing clear, concise updates on project status, risks, and deliverables.
- Agile & Scrum Mastery: Implement and refine Agile methodologies and Scrum ceremonies to maximize team efficiency and product quality.
- Risk & Compliance Management: Identify potential project risks early and mitigate them while ensuring all government regulations and data security standards (GDPR/FERPA) are strictly followed.
- Resource Allocation: Manage project budgets, procurement processes, and vendor relationships to optimize operational costs.
- Documentation: Maintain comprehensive project documentation, including technical specifications, change logs, and final reports.
Qualifications
- Education: Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field. Master’s degree or PMP certification is a significant plus.
- Experience: Minimum of 5 years of project management experience, specifically within the public sector or a large enterprise IT environment.
- Certifications: Proven experience with PMP (Project Management Professional), PRINCE2, or similar methodologies.
- Technical Proficiency: Strong understanding of software development life cycles (SDLC), cloud technologies, and enterprise infrastructure.
- Communication Skills: Exceptional ability to translate complex technical concepts into actionable business insights for non-technical stakeholders.
- Problem Solving: Demonstrated ability to troubleshoot complex issues and make data-driven decisions under tight deadlines.
- Leadership: Proven track record of leading high-performing teams and driving change initiatives.
