Responsibilities
- Oversee all municipal elections, voter registration, and polling place operations with strict adherence to state and federal regulations
- Manage official city records, document retention policies, and public information requests under Pennsylvania Right-to-Know Law
- Serve as custodian of city council proceedings, ordinances, and legislative documentation
- Coordinate with department heads on public records management and document digitization initiatives
- Lead public-facing services including marriage licenses, business registrations, and ceremonial documentation
- Implement digital transformation strategies for record-keeping systems to enhance accessibility
- Supervise clerk staff, training programs, and compliance with municipal governance standards
Qualifications
- Bachelor's degree in Public Administration, Political Science, or related field (Master's preferred)
- Minimum 5 years experience in municipal government, records management, or public sector administration
- Expert knowledge of Pennsylvania election law, Sunshine Act, and public records regulations
- Proven leadership experience managing teams and complex operational projects
- Advanced proficiency in document management systems (e.g., Laserfiche, SharePoint)
- Strong analytical skills with ability to interpret legislative and regulatory frameworks
- Exceptional communication abilities for public presentations and interdepartmental coordination
- PHR or SHRM-CP certification desirable
