Responsibilities
- Lead the planning, execution, and delivery of complex IT projects, ensuring alignment with the state's strategic technology roadmap.
- Conduct comprehensive system analysis and architecture reviews to optimize performance and reduce operational costs.
- Ensure strict adherence to state cybersecurity protocols, data privacy laws, and compliance standards (e.g., HIPAA, FISMA).
- Collaborate with cross-functional teams including developers, analysts, and external vendors to define requirements and deliver solutions.
- Oversee the full software development lifecycle (SDLC) using Agile and Waterfall methodologies.
- Mentor junior staff members, fostering a culture of technical excellence and continuous improvement.
Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related technical field (Master’s degree preferred).
- Minimum of 5 years of professional experience in IT project management, systems analysis, or software development.
- Proficient in cloud computing platforms (AWS, Azure, or Google Cloud) and containerization technologies (Docker, Kubernetes).
- Strong understanding of database management systems (SQL, NoSQL) and backend technologies (Java, Python, .NET).
- Project Management Professional (PMP) or Certified ScrumMaster (CSM) certification is highly desirable.
- Excellent problem-solving skills with the ability to navigate complex technical challenges under tight deadlines.
